ECCI and the Improvement Service have partnered with Swedish technology company ClimateView to deliver SCIS.
The collaboration between SCIS and ClimateView uses a shared data platform to support capacity building and implementation of climate action. The SCIS is supporting local authorities to move existing climate action plans online and use the platform to design, implement and improve area-wide emissions reduction programmes, focusing on effective climate solutions and the systemic changes needed to fund and implement them.
The ClimateView platform and Transition Element Framework (TEF) are the bedrock of the SCIS approach, offering a standardised method for defining activity shifts and logging interventions, tracking impacts and comparing progress across local authorities. This consistent, collaborative model helps to ensure all 32 local authorities contribute to Scotland's net-zero goal, promoting a collective response to climate mitigation and enabling all communities to access the benefits of transition to a low carbon economy.

Area-Wide Emissions Dashboards
SCIS is supporting all Scottish local authorities to populate, publish and update their own ClimateView dashboards. This marks a significant shift in approach to climate action planning at the local government level. As of Q1 2026/7, several local authority ClimateView dashboards have been published: Aberdeenshire Council, Dundee City Council and Falkirk Council.
