The SCIS is delivered through a partnership of Edinburgh Climate Change Institute (ECCI) and the Improvement Service, with a national data platform provided by ClimateView, and additional support from the Sustainable Scotland Network. SCIS is funded by all 32 Scottish local authorities through COSLA, and by the Scottish Government.

ECCI is a leading centre of expertise on climate change, based in the University of Edinburgh. It brings together research, policy, and practice in number of programmes building the skills, knowledge, and capacity to deliver climate action in Scotland and beyond.
Our national data platform and climate modelling capability is provided by ClimateView. ClimateView is a Swedish technology company that empowers civic administrations transitioning to carbon neutral societies, modelling political, economic, and energy shifts in a data-driven platform. The company started in 2018 when its founders collaborated with the Swedish Government to co-develop Panorama, a dynamic online route map to monitor Sweden’s transition to net zero by 2045. Today, ClimateView works with 180 partners globally including the Swedish Climate Policy Council, the Ruhr Region and over ninety cities across eight countries in Europe and North America.
The Sustainable Scotland Network (SSN) is Scotland’s public sector network on climate change and sustainability. It has been working with and providing support to Scotland’s public sector bodies since 2003. Providing guidance, tools, training and knowledge exchange, SSN supports public bodies to comply with their Public Bodies Climate Change Duties, including support for mandatory reporting. Place-based climate action is core to the SSN programme, and SSN and SCIS are working together to help build on existing services and ensure synergy of support to local authorities and their partners.
